Professor Bakhtinur Oybutayevich Khudanov

Bakhtinur Oybutayevich Khudanov is a highly qualified specialist, scientist, and innovative leader in modern medicine, education, and digital healthcare. He has more than 20 years of successful experience in medicine, science, education, and public administration.

He graduated from Tashkent Medical Academy and holds a Doctor of Medical Sciences (DSc) degree and the academic title of Associate Professor. His main research areas include preventive dentistry, digital medicine, healthcare management, and the implementation of innovative technologies in medical practice. He is the author of more than 100 scientific articles, monographs, and textbooks, with publications indexed in international databases, including Scopus.

Over different years, he has held leadership positions in the Ministry of Innovative Development of the Republic of Uzbekistan, the Ministry of Health, the Ulugbek Foundation, the Committee for Sanitary and Epidemiological Welfare and Public Health, the Main Medical Department under the Presidential Administration, and other institutions. He has actively contributed to the digital transformation of the healthcare system at the national level, including the introduction of electronic medical records, telemedicine, and modern management systems.

He is the author of numerous innovative projects. He serves as a consultant to the World Health Organization on digital medicine, is an Adjunct Professor at Yonsei University (Republic of Korea), and is the national coordinator of the European Union’s Horizon 2020 program. He is a recipient of international grants from DAAD (Germany), ORCA, Erasmus+, Borrow Foundation (United Kingdom), and Nakao (Switzerland). He has delivered lectures at universities and international conferences in South Korea, the United Kingdom, Germany, Malaysia, India, Russia, and other countries.

In 2024, he was awarded the prestigious Pierre Fauchard Academy Medal (USA). In 2015, he won the national competition “Most Active Young Specialist,” and in 2013, he received the “O‘zbekiston belgisi” honorary badge.

Alisher Salimovich Khamdamov

Alisher Salimovich Khamdamov is an experienced academic leader with a strong track record in advancing international cooperation in higher education, establishing academic partnerships, supporting research activities, and improving institutional governance.

He completed his Bachelor’s degree (2004–2008) and Master’s degree (2011) at the Tashkent Automobile and Road Institute. From 2014 to 2016, he worked as a Researcher at Southwest Jiaotong University (China), where he actively participated in international research collaboration, joint projects, and academic exchange programs.

In 2023, he earned his PhD from the prestigious University of Electronic Science and Technology of China. In 2024, he was awarded the Doctor of Science (DSc) degree in Economics.

Throughout his career, he has enhanced his professional expertise through training and academic engagements in Germany, China, Malaysia, Indonesia, and other countries, gaining substantial international scientific and practical experience.

Over the years, he has served in higher education institutions as an Assistant Lecturer, Specialist at the International Office, Head of the International Office, and Assistant Professor. During this period, he played a key role in systematizing international relations, expanding foreign partnerships, promoting academic mobility, and strengthening institutional international integration.

His public sector experience includes positions at the Investment and Foreign Trade Department and the Regional Innovation Development Department of Navoi Region, where he worked on attracting investments, developing international projects, and supporting their commercialization.

At the “El-Yurt Umidi” Foundation under the President of the Republic of Uzbekistan, he served as Head of Department, contributing to the establishment of academic relations with leading global universities, coordination of scholarship programs, and organization of international protocol services.

Currently, he serves as the Rector of the Impuls Medical Institute, Chirchik Branch, where he leads systematic efforts to enhance international integration, strengthen research capacity, improve educational quality, and implement modern management mechanisms. In particular, he has initiated and developed academic cooperation and joint educational and research projects with several reputable medical universities in China and India.

He is fluent in English, Russian, and Chinese and has extensive experience working in international academic environments.

Rector of the Namangan Branch of the Impuls Medical Institute

Orifjon Numonjon Ugli Kholmurzaev is a leader and specialist consistently implementing reforms aimed at developing modern medical education and integrating science with practical healthcare.

He was born on May 21, 1991, in Namangan. He received his higher education at Tashkent Medical Academy and later successfully completed a master’s degree. His specialization is orthopedic traumatology. The combination of clinical practice and academic activity played a significant role in his professional development.

Over the years, he has gained experience at all levels of the healthcare and education system — from primary medical care to higher education. He has worked as a polyclinic physician, university lecturer, and department head. This accumulated experience became a solid foundation for his managerial career.

From 2023 to 2025, he served as Rector of the Impuls Medical Institute. Since October 2025, he has been leading the Namangan Branch of the institute. Under his leadership, special attention is given to improving the quality of education, developing clinical skills, introducing innovative approaches, and aligning with international standards. His priorities include enhancing student training, strengthening the academic staff’s potential, and preparing competitive specialists for the healthcare system.
